Background
Quality Assurance Programme came into being to meet
and enhance satisfaction level among users of Government health facilities and for
developing trust in Public health facilities. Quality Assurance in healthcare
has become a top priority for healthcare providers. A high quality of
healthcare can be maintained only by constantly measuring the effectiveness of
organization that provide it. It includes a range of activities including
review, evaluation, appraisal, surveillance and monitoring

Assurance is a never ending process of continuous improvement along with rapid
advances in science, technology and medical knowledge. The sustainability of
quality is a function of positive perception, result of good intention, sincere
effort, intelligent thinking and skillful execution.
Guideline
Quality
Assurance includes NQAS (National Quality Assurance Standards), Kayakalp award
to Public health facilities and LaQshya initiative.
NQAS- The cyclical process of Quality Assurance to meet the need of public
health system in the country requires continuous monitoring against defined standards and
measurable elements. To sustain a viable Quality Assurance programme, regular
assessment of health facilities by their own staffs and State and ‘action
planning’ for traversing the observed gaps is required because the expectation
goes beyond only cure and includes courtesy, behavior of staff, cleanliness of
facility and delivery of prompt and respectful service.
KAYAKALP - A national initiative launched by Union Health Minister on 15th
May 2015 to give awards to those public health facilities that demonstrate high
levels of cleanliness, hygiene and infection control. Government of Bihar
launched Kayakalp clean hospital award scheme for on 21st Aug 2015.
LaQshya - A patient centric care that
is intended to improve the quality of care in Labour room and Maternity
Operation Theatre in high case load health facilities. It urges to undertake
efforts in a campaign mode to ensure that respectful and high quality maternal
care is provided to each woman during delivery and immediate postpartum period.
